I agree with most of the people that have posted. 12 years old is a great age to be able to buy a fishing license.
I am a scout master and a big part of our program is service which includes some fundraisers so we can go to summer camp and afford to buy merit badges and awards.
Honestly, one Saturday morning fundraiser would give you plenty to cover the fishing licenses. It is not about cost. And the hassle of buying a license? Come on! You can buy them online now. What could be simpler?
Here's an idea. Have a scout meeting that includes looking up the UDWR website which shows all kinds of useful information any good outdoor-loving scout would enjoy. Then if necessary, help the boys purchase a license.
