That's too bad about the illegal fishing. What boat ramp were you at? I fished on Sunday from the county boat dock and didn't see any spectacle like the one you described. Very few fish were kept when I was fishing at the county dock. I also was checked by a CO on Saturday and Sunday, but of course there are usually not enough COs to catch everyone doing wrong.
