I think that Windriver, and others, have pretty much summed up the problem with this law. It was slapped together without input from the people that it affects. We feel like this was flown in under the radar and then suddenly thrust upon us with minimal to no warning and now we potentially face a fine or ticket or some other slap for not being outfitted with it. Then the whole thing about it not obviously not being well thought out as to where the money will be spent or if it will definately go to the purpose it was passed for is a definate irritation. Not to mention that is the most obvious and easily defended argument against it. It just sounds better than, "Why wasn't I told about this?" which is essentially what happened.
