As far as a shaky jig for heavy weeds, you're going to have tough luck, as with any jig. I've tried a bunch and the only one that I know pulls LOTS of weeds is the Buckeye Spot Remover. For whatever reason, I'd always pull in crap with them, so I tossed them in the trash. One trick you can try is sending the tag end of the knot back through the eye so it doesn't accumulate cabbage. I've been fishing Picasso 3/16 and 1/4 oz heads (with the corkscrew to hold the head) and they've been about as weedless as it gets.
The best advice I can give you is to fish the shaky worm (or almost anything for that matter) along the weed edge. The 3 pounder I caught in the early tourney and the 12 I caught last weekend were all bagged right along the weedline. By trial and error and some visibility, I found it and kept hitting the edge with my casts.
Bass like cover because they are ambush predators, so they're going to be sitting in the places where its hard to cast directly into. You just have to make due the best you can, and skirting the weedline is a perfect example.
