I'm kind of with lurtch. If the water has a condition that warrants special regulations, I am for them (ie: Minersville Reservoir). However, I can't hardly stomach special regulations that are only a social factor -- like the Provo and the Blacksmith. Data shows that artificial only regs along with strict harvest regulations aren't helping these waters. But anglers like them...
