Everybody has given you great advice. They are hitting midges and Blue Winged Olives. Like Everett said the fish by the res are not selective. Use reasonably small tippet and watch for sippers then get a good drag free float and you should be in business.
If you want to bait fish use a sliding weight then a swivel followed by an 18" leader finished with a size 10 bait holder. The green garlic sented marshmellows along with a small piece of nightcrawler should be the ticket. I cast out from shore a long way then feel my line as the the weight taps the bottom. You will feel the difference in the rocks and the fish.
Using this combo with my kids I have never gone wrong. Oh I use 4lb test usually spider mono.
