Sucess depends on your definition. Yes I have hunted the Uinta's since 1994, yes I have killed, and yes I had some opertunities that I chose not to take. So I have had sucess, BUT over the last 6 years the close calls and chances are getting alot harder to come by. In fact I am so disgusted with how it has been that I vowed to quit archery hunting in Utah until the DWR changes the dates back to were they should be. A few years back the hunt started later and ended closer to the peak of the rut... back when a bow hunter could get a decent chance at a bugling bull. Now I have bit the bullet and joined the pumpkin gang on the hill. At leat that way I can hear a bugle... even if it is at night.
You can still kill elk in the Uinta's if you can find them. Calling isn't very productive and there is alot of country for a few animals, and they are very good at hiding.
