You didn't mention what type of waders, but I will say COTTON is a no, no.
Cotton will just soak up sweat, it doesn't breath.
So anything that isn't 100% cotton. I like scrubs because they are inexpensive, thin enough not to add unwanted bulk.
I wear breathables year round in the Rocky Mountains. I layer. In the winter I were Body Armor Underwear with a fleece bib over that plus wool socks and jacket and I am good for 20's.
Summer, just the scrubs.
