Wouldn't waders with felt soles also transport these species just like the bunks on a boat trailer? I agree with the out of state boats paying a 5 dollar wash down fee each time they come in to the state or a yearly fee. I thought the zebra and quagga mussels had to be kept in water to survive and could only live out of water for a couple of days. It seems like this might exempt outboards of they are dry. They need to be kept out.
