cheap Trout/steelhead book?

Try and find a used copy of Joe Bates' Streamer Fly Tying and Fishing. It's long out of print, but there are copies floating around.

Why this one? The same tying techniques used for streamers are used for tying steelhead flies. In fact, Bates has a number of steelhead patterns included.

I've said it before, and will, no doubt, say it again. Patterns, per se, are irrelevent. If you learn the basic tying techniques you can then tie any pattern there is.

Although originating in the Great Lakes, they work exceptionally well in the Northwest as well; particularly in high water. Note that, while I do provide some patterns, the Soo Flies are more a tying style, and you can adapt many standard patterns to it. One example would be the Golden Chappie, a design of my own based on the old Northwestern pattern called the Chappie, which dates back at least to the 1930s.
