Isn't it still a problem that the companies offering the rebate are paying .70 which is well above what it should cost? Much higher than I pay, and probably why it is free. Now it's .30 and that is little too low? Too bad the price couldn't be at a more reasonable amount, more beneficial for both parties. It's a good program but the utilty companies didn't do their homework right. It is a win win for the homeowners and the insulation companies. Too bad it can't be better managed to create a win win win that works for all. I do believe that the homeowner will still be able to get reimbursed .30 after April 1 and if he gets a few bids, should recover most of the expense. What he doesn't get, he will in the cost savings with his utilty bill each month.
