How to setup cane pole?

I bought one of these poles yesterday. Mine is 16' long telescoping. It has 2 clips on the "handle" part to wrap line. Then a hole in the butt part to run line through the middle pole. Then on the end of the pole it has a little eye. Do I tie the line to the eye or do I run the line through the eye and then control the amount of line from the 2 pegs?
