Turn them in- nothing changes if you just look the other way. I wish I was checked at least once or twice a year. 6 times total in 36 years- 3 each in Utah and Idaho.
Daniels has always been a problem due to it's location.
The narrows is another place I have witnessed this- never had a cell phone at the time but I did discuss the matter a few times with people.
