I called Fish and Game a few weeks ago and asked about that, we were in that chesterfield derby and didnt want to sit there all day after we kept our two, I was told that as long as you catch and release you can continue fishing.
Last year I did see someone get ticketed at the power plant by palies for keeping a cutthroat that was too small, I would report intentional poaching in a heart beat
