I vote for both, you can have it both ways, look at the Berry you have fish under the slot and fish over the slot...
If you don't like to clean small fish (don't keep then) if you want bigger fish let the small ones grow to big ones...
But you can't keep any big ones on a heavy fished lake or smaller lakes or you won't have any to catch....
