Interesting Post and I can't help with the original question. However, the current topic I can add to.
F&G cannot cover all the water in any state. It takes the ethical fishermen to make a stand with the non-ethical fishermen by holding them accountable. I know in Idaho you can produce evidence and support F&G. Take pictures--most if not all are time and date stamped. Turn it into the F&G or law enforcement. It can happen and has happened and a great way to keep things aka stupid people in check. Lots of surprises can happen
I would agree in theory that survival rate can be better with better water temps. Late July and August at times can be tough but not always. Again, you have to be ethical and caring with mother natures special creatures. However, if the fish are stacked in tight and you park a bunch of people over them it's going to get tough on the fish and especially the big ones. People cannot resist take home the wall hanger. It's the law of numbers. You park several hundred people over a small area with fish stacked up. It's going to have impact. The other issue is when they are stacked in tight how sporty is it really?
In reguards the wall hanger fish. Take a picture, measurements and have them replicated not killed. Let someone else enjoy the catch of the wall hanger.
