Wow finding the "Best" fishing in Idaho is like asking a religious question. Good Luck with that.[cool]
How much time do you want to devote to this place? The reason I ask is that you are trying to see Idaho, Glacier, and Yellowstone in one trip.
I have lived here all my life and I am still exploring the greater Yellowstone region. I fished three or four new places in yellowstone this summer alone.
In August I would concentrate on either high mountain lakes and streams or the bigger rivers with enough oxegyn to keep the fish active at that time of year.
You might camp in Island Park and fish the Box Canyon section of the Henry's Fork. Further South the South Fork of the Snake can be excellent.
You could try the Madison River near the park in Montana.
I guess we need more infomation to be really helpful. Are you looking for the best scenery, the most fish, big fish etc...?
