Walmart right off I-15 in I.F. sells licenses and has a decent fishing department. It is the exit just before the one you turn off to head up US26. You can't miss it since the back of the store is right next to I-15 on the east side. As others said, 4.5 hrs is an average time for that drive. The weather could make it longer.
