Would like to put the tube in at Boulder Harbor but I don't think that NDOW will let me.
I think you are right, you would maybe have to stay out of the area around the pier that boats are prohibited. I'm sure there will be plenty of boats hanging out at that imaginary line just waiting for the trout to be dumped in the water. [

These are the directions to the sites according to NDOW:
HEMENWAY POINT – From Boulder City, drive south on U.S. 93 and turn north to Lake Mead National Recreation Area (LMNRA) just before reaching the Hacienda Casino. About 100 yards past the entrance station to LMNRA, turn right and head east toward the lake. About 100 feet from the water’s edge, turn north on the paved road and then turn east just after reaching the crest of the hill. A long point can be seen from the crest of the hill. Fish are stocked near the end of that point on the south side. The road has been graded and is easy to drive with a passenger vehicle.
BOULDER HARBOR – From Boulder City, drive south on U.S. 93 and turn north into Lake Mead National Recreation Area (LMNRA) just before reaching the Hacienda Casino. After entering LMNRA, continue driving on the Lakeshore Road northward, passing the Hemenway launch ramp and the Lake Mead Lodge. About a quarter mile past the lodge, turn right past the rock-walled bathrooms and follow the road. Look for the fishing pier.
CRAWDAD COVE – From Henderson drive east on Lake Mead Parkway and pass through the National Park Service fee station. Almost immediately after leaving the fee station turn left onto Northshore Road. From Las Vegas drive east on Lake Mead Boulevard, pass through the fee station and turn left on Northshore Road. Once on Northshore Road continue east to mile marker 9, turn right onto Crawdad Cove Road and follow the signs while keeping to the right at the main fork in the road.
