You take 2 to 4 LONG strands of Flashabou (on the average they are 6" long) fold them in half and tie the fold at the head of the hook so the Flashabou goes down both sides. I trim them a little shorter than the length of the overall fly. You want them to flutter down the sides of the fly for an attractor.

In the picture, you can see the feather before I prep it to tie it in. I have cleaned the shorter barbles and fluff. 3 to 5 wraps, or the whole feather shown.

This fly can be used for any thing, Trout, Bass, Sunfish...I don't fish salt, but I would try it there.
It is a streamer so fish close to bottom.
