Try changing up the speed. T2 is absolutely correct, buzz baits don't have to be topwaters. I will cast to deeper water and rip it to the surface and then let it sink and vary different retrieves until I trigger a bite.
To be honest I have never fished a buzz bait as a topwater. I will usually cast out as far as I can on a point and work the different depths with a jigging motion. If I pick up a bass then I will work that depth over and over with weighted wacky rigged plastics. I don't know if this helps you, I don't know where you are fishing .
