I am not a hunter. But from what I have seen just from TV is that the hunter will generally not make a spur of the moment shot. Everything is calculated and they will think long and hard before choosing which deer to take.

I think if that is the case rather than shooting at whatever moves in the bushes I see no problem with a properly trained 12 year old hunting.

If he was supervised by an adult it wouldn't have happened.
