You probably could, but you would have to use spring steel or it would not slip on and of as easily, then you would have to have different sizes to fit your different poles, then you would have to powder coat them or somehow make them smooth so they do not damage the line...so by the time you are done you would be better off just buying them. They are not free, not not horribly expensive either.
Another reason to buy them and not make them is that somebody went to all the work and research to develope them and now they are trying to make a little money selling their invention. So lets support the small businesses.
BTW, I have nothing to do with the company selling them. I just think it is cool that someone can make a living in a fishing related business.
