Id say that if the ca dfg has info on lakes around you.. then rule of thumb applies.. meaning.. season.. hatches.. etc.. that should give you an idea of what to expect or use..
if I were you.. Id drop a small hares ear or pt nymph off of the mini popper you are using at maybe 18" or so below it.. could be these guys are just sitting under the surface and just dont want to rise.. probably because of the water temp.. but that is a guess.. depending on the depth of the water where you are fishing .. you can increase or decrease the depth of the dropper fly easily.. in reality you are using the mini popper as an indicator.. and a fly to catch fish.. hope this helps..
