In principal agree. However, living in NH with only 17 miles of coastline, we fish the other New England states regularly. When the states get a green light to start emptying our wallets, it's going to mean having to buy a license for each of these states. Since I am chasing migratory fish, I would rather see a federal stamp, similar to waterfowl hunting. This should not be a state issue.

My 2c worth.
