Sadly, I live very close to Lake Lowell, but can't answer all your questions.
Whenever I drive along the dam, there are always good numbers of people fishing there. The lake is quite shallow, warm, and generally covered with water skiiers. In the waterfowl hunting seasons, they close most of the lake to boats.
No boat rental that I know of.
I'm not a warm-water fishing guy, although according to the state, they've planted 100s of thousands of lohontan cutts in there. I've never heard of anyone actually getting one......
