I speak from a landowners side of this argument. I wish all fishermen would enter streams at public access points, but the truth is what we see here in our area along the Bear river for the most part is people thinking they have all access along private farm roads, driving through crops and parking their vehicles on private property to get to the public water. We have never claimed ownership of the stream nor have ever tried to kick anyone off the water. If someone ever actually asks permission to go across our property to fish we always say yes as long as they don't drive in the fields. But usually they never ask permission, and then we kick them out. I am not defending landowners that try to claim ownership of the waters. But we have had personal property vandalized, shot up, and stolen by outsiders coming in. Landowners can't tell if a person is just there to fish or there to do them damage.
