This is a relatively old fly. I bought a couple back around 2000 when I was visiting folks in N.H. Inspite of thinking it would be a great fly I have fished it only once for land locked salmon. I still have one of them.
Commonly used as a wet fly but it can be used as a dry fly also. the one shown appears to be tied with hen hackle and thus would work best as a wet fly.
Until recently I have not seen any discussions of people using in the west.
