The Utah Supreme Court isn't making new law that becomes effective at a set date, it is saying what was done for decades was not legal. I'm not in a hurry to fish any sections that run through private land but I certainly would hesitate if I wanted to fish some right now. Just read the decision and don't do anything that is remotely questionable until things are clarified.
