Great news. Utah is finally having to follow rules governing public assess to water ways that have actually been continuously in place before the U.S. gained it's independence. The attorneys representing the ranchers knew they had absolutely no chance of winning this once it got to a higher court. So what if 400 years of legal precedent said Utah's policy was illegal, they still made their money.
