everything from Eagle Rock up to the dam opens up on Memorial day weekend. I don't know how to explain where to go anywhere around there, the times that I have been down there I usually go around the Eagle Rock area managing my way around the brush, where there's a will there's a way....just be careful, footing can get a little iffy on the occasion.
I have never seen bass that far down the river, but I'll have to take you're word for it. You can catch some nice rainbows around there, back in the day had the opportunity to some very nice Browns
