This should not be a surpise to you. I fish the Gorge quite often and have never been fully checked by Utah Wildlife Officers. They will occasionally ask for a license, but unless they suspect something illegal, they will cause you no further inconvinience; they may chat with you and get a catch and general fishing report.
Checking is a matter of officers getting to know you, your vehicle, and your boat, in my opinion. Perhaps the Wyoming Fish and Game warden has never seen you.

As far as their special powers, all I can say is that some of them have some pretty neat night vision equipment. I would like to get me some for night fishing, but the hundreds it costs for the good stuff will empty my pocket too much.[
