Yes, I agree. The situations seem to be very different. The endemic species and the large flow on the proposed system for Bear Lake seems to be more than enough reason to get this nixed. I was just throwing an example of a successful pump-back storage out there for general info.
On a side note though, access is not restricted at Forebay and I have fished it countless times, including in my float tube. Its a great fishery and has some very large Macks of it own. And I've only seen water levels differ by maybe 20 feet tops. Maybe that 115 feet is the max fluctuation.
