I have looked at the Twin Lakes pump storage plant and have all the reports for it from before it was built until the mid 1980's. It is a totall different system, different species (no endemics), and completely different water chemistry. For example the forebay (upper reservoir on this project) will not have public access since it will fluctuate approximately 115 feet, twice per day! Just thinking about that it might look like a giant toilet flushing each day. I'm not saying pump-storage doesn't generate money or is not feasible, I'm just saying the Bear Lake has too much to lose and nothing to gain. Since reservoirs are man-made they are a much more likely choice for a project of the magnitude of this one.
