Dear Mrs. Mohler:
As I travelled around Michigan last week, I received many questions regarding the tax rebates that will be sent out as part of the economic stimulus package recently passed by Congress. In light of these concerns, I thought you, or someone you know, might be interested in some information on the topic.
It is important to note that even if you are not otherwise required to file a tax return, you must file a 2007 return to receive a stimulus payment this year. This requirement impacts certain social security beneficiaries, low-income workers, railroad retirees and individuals who receive certain benefits from the Department of Veterans Affairs because a number of these individuals might not otherwise file a tax return for 2007. The IRS has posted special instructions for these individuals on its website at [http://www.irs.gov/irs/article/0,,id=179096,00.html].
The IRS will send out stimulus payments beginning in May. These payments will be delivered separately from regular 2007 tax refunds. If an eligible individual requests to have his or her 2007 tax refund directly deposited into a bank account, the stimulus payment will be directly deposited into the same account. Otherwise, the stimulus payment will arrive in the form of a paper check by mail. Although individuals do not need to calculate the stimulus tax rebate on their own, the IRS provides guidelines for those interested in estimating the amount they will receive. You may access these guidelines, as well as answers to a variety of frequently asked questions on stimulus payments on IRS’s website at [http://www.irs.gov/newsroom/article/0,,id=179181,00.html].
In addition, the IRS sponsors two free tax preparation programs for qualifying individuals. The Volunteer Income Tax Assistance (VITA) program offers free tax help to low- to moderate-income (generally, $40,000 and below) taxpayers who have difficulty preparing their own tax returns. The Tax Counseling for the Elderly program provides free tax help to people age 60 and older. A list of these IRS-sponsored tax clinics in Michigan is available on my website at: [http://levin.senate.gov/newsroom/release.cfm?id=293746].
I encourage you to share this information with your friends and family, especially those who might not normally be required to file a tax return for 2007.
I hope this information is helpful.
Sincerely,
Carl Levin
