Like all places that grow big fish it takes time and after people found out about the fish (trout) there lots of fisherman went and kept a full limit of fish and if I remember right the limit was 12 at first and lowered to 10 and then down even more...
But the big fish were gone, then with all the talk about big trout still going on and about two or three years later they had the first release of the flood waters at Powell...
And after the first time no real effects were shown for the fish...
The only reason that the government keeps doing it is threats of lawsuits....
