I think your right about snagged carp being legal and arrowed carp not counting as a state record. I'm still going to ask though.
I think one of the more difficult parts of getting a state record carp would be getting it weighed. They are heaviest just before they spawn and I've had them spill eggs everywhere. A fat female carp could easily loose a couple pounds in egg weight alone. Not to mention the loss in water weight while trying to get it to a certified scale. I would also imaging it might be difficult to find someone with a certified scale that would be willing to let you put an egg spilling carp on it. Those carp eggs are a mess and have adhesive that makes them firmly stick to just about any surface.
