Near the back of the fishing regulations there is a list of the records for all game and non-game species.

What I heard through somebody that tried to enter an arrowed carp was that using a rod and reel counted whether snagged or not. Apparently they consider bow and arrow more hunting than fishing. But you know how that goes. Rules depend on who you ask and when you ask so I look forward to what they tell you. My understanding was that the current state record carp was snagged.
