Welcome back. We haven't seen you for awhile.
For SARL or Santa Ana River Lake you will need 4 to 6 lb test line on a light action rod and reel setup.
Powerbait and worms will be your bait of choice. They actually sell the Crave brand of dough bait at the lake. You can buy nightcrawlers there too.
Tie a #12 treble hook on the end of your line and then attatch a 1/4 oz splitshot about 18 inches up the line. Cast out and wait for a fish to come by.
You don't need a license in that particular lake and are allowed to have 2 poles in the water at the same time.
