The action was steady the entire time we were there--we arrived at about 10 AM and left at about 2. From what I have seen at Forsyth the fish typically are shallow in the winter, but will go deeper in the warmer months depending on bug hatches, water temps, and time of day among other things.
When ice fishing for trout, I usually start shallow and then move deeper depending on my success. I have had great success for most trout in depths 10ft and less and near shore. Of course, much depends on the fishery.
