I can only answer that question about the two bodies of water that I fish the most. Both are water supplies. Lake Wohlford in Valley Center area, before the outbreak of a mollusk problem, allowed boats to be launched as well as tuebs, toons, kayaks, and wading from shore with a minimal of hip waders on.

Lake Dixon, the lake in question, will rent you a row boat, a boat with and electric motor on it, and family style paddle boats. They do not allow any onther water craft in the water nor do they allow any type of wading even with waders on.

Like you, I am surprised with Dixon since they have boats in the water. It is probably a local city thing where they want to make money by renting instead of charging a much lower boat launch fee, but that is a guess on my part. I have seen nothing in writing that supports my "theory".
