A legally unloaded gun means that there has to be two or more mechanical actions before the firearm will discharge. If you have a conceal permit then you can legally carry a firearm ready to roll. If you don't, then I would not recommend driving around with the pistol anywhere accessible by anyone in the vehicle; period.
