A creel limit is number of fish from a certain species that you are allowed to take in a given day. Takeing a fish can be counted in 2 different ways. The first is keeping it for later killing and consumption (or for bait use in some instances). It also includes killing a fish, which in some instances can occur inadvertently in landing it. If you have taken the max creel limit, and you continue catching & releasing and happen to accidently kill a fish, you would be violating the creel limit regs.
As long as your releasing the fish without any avoidable injuries, your fine, you can do that all day long.
