I have seen several chukars up in Black Smith fork canyon, Most have been on private property but I have also seen some on the WMA. They are hard to hunt up there and aren't worth the hike you'll have to make to get them. Just look for rocky areas that have a good mix of cheat grass. Your best bet is to park at the bottom of each canyon and use a chukar call to locate them. once you hear some, go and get them.
