Bigger article on DC

I just found out by calling the Provo River Water Users that this guy, Laine Shipiro, that is quoted in the article is just a temp. I was told I should not be getting any information from that guy. I like how they contradict themselves in the article about the reason of the water level. Low rainfall and drought and purposely draining it down for construction. If they were going to drain it down, the water would be at that low level no matter what the drought situation, right? I also don't understand how 50 feet of water is so low you would have to close the lake. Utah Lake is what, 10-12 feet out in the middle? It is not closed. Doesn't make any sense to me, if someone wants to launch there boat in the mud why would the DWR or water users care?
