in fresh water, what I think they are worried about is ecoli.
michigan it is unlawfull to place remains of a fish you have caught and cleaned, it has been that way here for as long as I can remember....
and yes, fish as well as every other oral feeding animal, they too carries ecoli in their intestines.
in the stuff you buy comercialy has a lot of perservitives including salt. this is probably why it dosnt matter in salt water, ecoli dosnt seem to live in salty environments. at least I havent heard of salt water beaches closed due to ecoli, they have other things that closes their beaches...
