Hoobie:Cast nets are banned in California, although I see them used extensively in the head waters of the San gabriel River near the Power Plants. If you ever watched a Purse Seiner wrap up a half mile of tuna or 10 to 15 tons of squid you would really get the idea of seining. The idea is to simply trap the fish by circling and pull them in. Most of we halibut fishermen use hoop nets to catch smelt. I also know of guys hooping up shad for bait in fresh water lakes. I suggest the hoop net for your use. In California you may use hoop nets with diameters not to exceed 4 feet, I think? Cabelas and Bass Pro Shops both sell the seines and I'm not sure about Hoops.
