My thought on this is that how you teach them is far more important then when. If you are harvesting the fish for eating and teach them respect for the fish I don't think four is too young.
At 4 my son was intrigued with the process of harvesting the fish for eating and enjoyed the whole process of catching, cleaning, cooking and eating.
I think if your concerned enough to give it some thought (which obviously you are) you will show him right and it won't be to early.
