Worm Shockers

About a month ago my wifes grandfather passed away. Wayne (her Grandfather)Was an avid fisherman. He had a lot of fishing gear that was passed on to me. But befor his death he had told me about his most prized possesion his homemade worm shocker witch i now have . But i dont seem to be able to get it to work. Wayne only used worms and swore by this setup. Any advice would help me a lot .Thanks.
