Got a point there.
Looking at it from my point of view. I am able to get up there and fish with Ice Off (again, I do not ice fish, strickly fly). I am paying $170. a year for myself and my husband. We are able to fish from at the earliest March to November. Not bad nine out of twelve, but more like seven out of twelve months, but still a very steep price that is taking it's toll. Which means we are looking more at local waters as I am sure several other out of staters are (and lets face it, that is where the big bucks are).
The idea Utah had was maybe those vacationers that are thinking of buying a license are more inclined to buy a year now knowing they can come back next year a little earlier and still be good to go. And it looks as though it has worked (with this being the first year).
